Car Revs up and Down?

1. Riko Says: Started a month ago. as soon as i come to a stop my car brakes normally but as the speed goes below 15mph i have to hold the breaks down harder to make sure the car doesn't take off on me, when i do this the car revs loudly. if i let go of the brakes, the car jolts forward then stops and half a second later it jolts forward again and does this until i step on the gas. also if i put the car on neutral or park you can hear the engine revving up and down constantly. I have been told this could be a vacuum leak but i checked and i have none, I have also been told it could be the PCV valve and i replaced it and it actually helped for a day and then it went back to doing it again.. i replaced it again and that time it didnt help. someone else told me it could be a dirty ICV but i cleaned it and still didnt help. IDK what else it can be and this is really annoying and dangerous since the car wants to take off on its own.

2. lagarbo89fxrs Says: Very common problem on Honda's. You need to replace or clean the IAC valve. The Idle Air Control Valve being bad will cause the idle surging your experiencing now. Good luck and hope this helps.
