If it is normally closed, then you would need to jump the two wires together.
Pull the switch off, and if the mower will run, you have solved the problem. If it will not, you will need to jump the switch, or splice the wires together.
The switch is there for safety, but it is another thing required by the nanny state to protect idiots from themselves. Your grandpa should be smart enough to use the mower safely without the switch3.
