Car only receiving 9-11 M.P.G.?

1. Nightsaiyen Says: I recently purchased a 91 oldsmobile cutlass ciera S. The original paperwork for the car shows that the car should be getting 18-30 mpg depending on driving freeway or street. I am currently only getting 9-11. When I bought the car it had been in storage with old gas, we ran it til the gas ran out filled with new gas added fuel injector cleaner and a bottle of HEAT. The owner's manual says the gauge should goto empty when the car shuts off(it doesn't) there are no gas leaks under the car or any gas smells while driving, and when I go to fill up gas it shuts off if I try to start putting gas in I have to barely pull the lever and let it fill at about a dollar a minute, has new spark plugs, proper tires and no reckless driving. Help please and thank you.
2. gojuryu Says: The car is nearly 20 years old Probably with lots of miles. As the mileage climbs the efficiency deteriorates.
You can improve things by a good service. oil and filter change ATF change and flush.
most of all make sure it is breathing properly with the correct new air filter.
Those alone should bring it up to 15 to 20.
Hint; My 03 turbodiesel returns 50 MPG, on a run at around 80 MPH average
