Steam coming from engine?

two questions

first there is steam coming from the engine just a steady stread from this little tube that comes out of the block. Should this metal tube have a hose or something on it that came off?

next will it fail the visual smoke test if i try to get it smogged?

also no smoke coming out of the tail pipe
2. Jon S Says: Sounds like an engine breather pipe has come loose. Take it to a shop - probably a two minute job for someone who knows what they are looking at.

Douglas Says: . best bet take it to a shop. if its not overheating i bet its not apart of the cooling system. and yes it should have something on it probably nothing major if you get no other problems from it the smoke test depends on state and the place you go to if they check the serpentine belt like there suppose to they might fail you if they see it .
