My 1999 Chevy Tahoe is not switching into 4wd.?

It may be the 4WD switch in the dash, it may be the Encoder Motor on the transfer case, it may be the Axle Actuator on the right side, or it may be the Transfer Case Control Module itself. If I were to guess, by what you said, I'd side on the Axle Actuator. But that's just a guess. I think you can pick them up at a regular parts house. Other than that, get it diagnosed by someone QUALIFIED.
