Vauxhall 06 Astra Problems?

I have been having to start with problems with me central locking system to which does not work at all. I have changed the battery, checked the actually key fob ad there all working fine.
I have since been informed that the car's Sim Controller system is at fault. Reason for this is due to the car not starting at all, no cranking yet the central locking started working. After looking at the starter motor thinking this could be why the car was not turning over or cranking the central locking started to work ??
But after fiddling with the wire on the starter motor the car started and as always the central locking didn't
I can lock the car doors from the inside fine with the button on the left side near stereo but not with the key

Symptoms: Radio stays on even though the car has been turned off and the key is out of the ignition. The car beeps when the key is out of the ignition and the driver’s door is open.

What is weird is how the car's ECU is powering up and down and you can actually hear it. Its as if the car is confused. Not sure if this has anything to do with the above symptoms?

I am seriously stuck as to what the problem is?
The car has been recalled to Vauxhall for a clip to be fitted to the Sim Controller.

Chris Says: This sounds like the CIM needs to be reprogrammed by Tech 2 at vauxhall, the CIM tells the other ecu's in the vehicle that the key is in correct and that the engine can start, the central locking all run through the CIM as well. It might just be as simple as reprogramming as i said, as you are having problems with the central locking then this may also have to be reprogrammed.
