Any suggestions for a car dealer that has reliable used cars @ in or near Richmond, VA?

If you want a better car you will have to spend a little bit more money. CarMax does offer a good deal on cars that have been inspected. Often, they will have new belts and tires on them.

We bought our last car from Pearson Huynday on Midlothian Tpk. We paid around $12,000 for it and it still had a warranty. The only issues we've had was that a headlight went out, two tires needed to be replaced (might not be the dealers fault) and the windshield wiper died maybe because of the snow.

Some car dealers do try high pressure sales. I bought a used Taurus from Sheehy Ford back in 2005 and that was the first car I ever bought from a dealer. Yeah, they pulled some tricks on me and I was not too happy about that but I also did not know much about buying a car from a dealer.
