Buying a car but not sure what to do about insurance?

Says: i drive my moms car when i need to and am on her insurance. i seen a car i want on craigs list (dont yell at me about getting one on there) but i dont know what to do. like about the title and insurance since i've never bought a caralso, if i moved to another state what do i do? do i need a new inspection and where do i get my new plates?2.
