2. Peter Says: any car can get rusty like that if its been stored somewhere for a longtime, so basically you can tell your rav4 was stored for a very long time and its wasn't driven much by the previous owner.

Most cars that age will be rusty underneath if the anti corrosion treatment wears off or gets scraped away. Maybe it's been off road a lot?
