Google "helicopter charter" plus your state/town.

Also, search the sites below for flight schools near you. I know you're not looking for training, but those same companies often offer charters too. Even if they don't, they usually can direct you to someone who does.

"How Much would it Cost"

It won't cost $10,000 unless you get one of the really large ones. A Jet Ranger will be around $800 per flight hour. It seats a pilot and four passengers, so you could split it with another couple. They will likely have a 3-4 hour minimum charge if they have to sit there waiting during the prom itself, even if your flights don't last that long. So you can cut the costs significantly if they only drop you off and you get a normal vehicle at the end of the night or vice versa. Taking the flight after at night would be more romantic.

Let me just add my personal recommendation here - it's not worth $800 or more just for a ride to the prom. Very anticlimactic. If you can't get at least get a 30 min. romantic tour of the city or something and still make it to/from prom within your budget, skip it and go with a more traditional vehicle. Actually if you want a more memorable and less expensive experience, go take your date/friends on some trial lessons in the helicopter (at one of the schools listed on the links above). They use smaller helicopters that cost about 1/3 and they will let you fly it. No matter how impressed you think your friends will be when you step out of the helicopter, there's nothing better than sitting in the pilot's seat, even if no one sees it.


Hair
If I were your pilot, I would make you wait in the helicopter until the engine shuts down and the rotors stop. Your pilot will likely do the same (this is also partially why it's anticlimactic, having to sit there waiting 5 mins. just to get out).


"Who do I need to get permission from?"

You must get permission from the property owner where it's held, or your school if it's there. Unfortunately this will probably be a deal breaker unless you can land far away from any humans, because no one wants to take on the liability.
