I am going to take my driver's test soon. On a right turn on a red light, am I allowed to stop...(cont)?

I'm fully aware that I should treat it as a stop sign, look both ways, then proceed with caution...but I think I remember my driving school instructor telling me that it is perfectly legal for me to stay in the right turn lane until the light turns green. Can anyone please confirm this for me?
