What does it mean when both my coil packs have no resistance on secondary terminals?

Says: I have a 97 grand marquis and the and Im reading no resistance on both coil packs secondary terminals(where spark plugs connect to ontop of the packs ) what does this mean? what would cause this thanks? BTW there is no corrosion anywhere and Im troubleshooting why my car is not starting with no spark2. Says: you have to test across the right ports on that coil pack. it is a waste spark system firing two plugs at the same time. you have to figure out which one is the companion cylinder and test the two at the same time. you can usually se which two are connected if you flip the coil over, the bulge will over lap the two.3. Well, the ohmmeter in your multi-meter has a hard time reading very small numbers of ohms (resistance) like the coil windings your testing. It's not a very good test of the coil because it's hard to measure electrical resistance that small ( less than 10 ohms). It's unlikely that both coil packs are bad and more likely in my opinion that the ignition module is not firing the primary windings of the coil packs. The computer requires several sensor inputs to be good before it will send trigger signals to the ignition module. Then the ignition module sends electrical pulses to the coil packs. For example, both crank and cam sensor inputs may be required to the computer so that it can determine proper timing etc. You really should first read a description of how the cranking signals enable the computer to control the ignition module, coil packs and spark to the spark plugs.Have you checked that there may be a Vehicle Anti-theft feature that prevents the car from starting?
Also, even though you say there's "no spark", have you sprayed starting fluid into the throttle plate to see if the engine fires and then stalls? If it does, you may already have good spark.5.
