Are imported vehicles imported with 0 miles on the clock and is just companys trading with other countries?

NO it is impossible to have a vehicle imported with 0 miles...even a brand new vehicle will have miles on it because it has to be driven from the build line to a holding area. Then from the holding area to what ever mode of transportation is used to get it to the dealership for sale.
YES anyone can import a vehicle into the U.K...I lived in the U.K and was thinking about having my U.S vehicle brought over so I would have it.
