I have an important driving question! need help!?

1. qosmio Says: I live in the northeast (U.S.A) and I've been driving for 8 months with my permit now and I should already have my license but I never got to it. Anyway , i am having problems with making left turns when the light is green and there is oncoming traffic on the side I want to turn to. Do i have to stop on the line and just wait on the green light untill the traffic clears and hope the light doesn't go red so I can make the turn or do I move into the interseciton and because I'm in the intersection once the light goes red i'm already in the intersection so when the oncoming traffic clears I make my left turn? Which one is it? Am i completely wrong? Help please I already failed my first road test because I skipped a stop sign by accident and I really don't want to make another dumb mistake. I remember what the tester said to me , he said ... " You're a great driver but I just can't pass you because after you stopped for the train you forgot there was a stop line with a stop sign that you had to stop at right after the train passed"
