DE7184 Break Tester Problem?

(2011-11-13 15:20:14) 1. Nick Powell Says: We Tried fixing a DE7184 Break tester tecalemit. the roller's wouldn't start unless we moved the car over the rollers first. we can't understand why it does this, also, when trying to start you can hear the two motors hum.
