Shifting from 3rd down to second my truck revs right out and slows down What's wrong?

Says: So I'll be driving go to pass someone floor it and I won't go anywhere the only way to get up to speed is if I drive it nice but then I set the cruise control and going up a hill doing 110 it shifts down and revs out slowing down.I brought my truck into a transmission shop they said there wasn't anything wrong with the clutches nothing they could find, could it be the torque converter, what is it?2. Says: i believe it is the tork convertor sounds like the clutches are burned out3. Says: Take it to another transmission shop, it sounds like your clutch disc is worn. They obviously
