If you're at 25% throttle, you can expect low RPM shifts.
If you're at 100% throttle, and it's shifting well below the red-line, something is probably wrong.

What I think they mean is their automatic transmission chooses to change gears at inopportune moments, like during hard acceleration or braking. You can feel it by the car jerking or the RPM gauge flipping out randomly.
