idontgivafork Says: yeah there is a spring down near your govenor.your throttle cable sets tension on the govenor linkage.the governor linkage runs up and controls throttle position through a right angle linkage to your carburetor butterfly.check all ive stated.the cable can be moved to the tapped hole near the choke on the carburetor on the right side as you look at the choke.you will need a screw and washer and since the governor is bypassed, i wouldnt revv it up all the way.

dwayne f Says: Check the end of the cable housing. There should be a wire coming out of it. This is what actually moves the throttle. Grab the wire and see if you can move it by hand. I you can that means the wire is broken inside the cable housing. If not, look at the end where the wire should have a dog leg bend in it. This should go through a hole in the throttle linkage. Sometimes they just fall out of the hole due to maladjustment and vibration. Most of the time they break off at the end where the dog leg is at.
